Running low threads..

Hey people,

I'm suffering from some sort of bug, I have SER set to 400 threads and it's only going at 15 - 20 threads, why is that?

-proxies are fine
-engines are fine (haven't changed anything since every update)

I've tried playing around with the thread count but no joy.

    most propably SER has not enough target URLs to post to.
