the value 0f PR , is wrong

I set options that skip sites with a PR below 4.
 I checked the verified sites, and SER show  the PR of  sites is below 4. but the real PR of this sites is above 4.
can you help me ? improve the accuracy rate of PR.

    do you check PR on root domain, sub domain or site?

    I use the PR of domain.
    I check the url and root of url, all wrong.
