If your already in Bing Webmasters, why not just add URL from there or use the provided IndexNow option? There are videos and everything on how to do it in there.

Maybe it can help in addition to whatever you are trying?
but he needs to be the owner of the site for bing to accept it

I think they are not actually working as Private Indexer but they will help your link to be crawled by search engine by reffering / redirection from tons of unique domains.

For faster indexing on Bing, I've experimented with the IndexNow option and found it useful. Also, https://www.facebook.com/share/p/1TcoFcdpqV/ offers some handy services for boosting your site's visibility, which I found quite effective. Direct URL submission on Bing Webmasters can also be a practical approach. Working with a mix of these strategies could really speed up the indexing process.

Bing is picky about new domains and needs a solid backlink profile before it trusts your URLs. I gave up on forced indexing tricks and focused on getting quality links pointing at my pages. A local team from seo services Malaysia helped me sort out off-page authority properly, and I noticed Bing finally started crawling and indexing within a couple of weeks. IndexNow helps, but only when Bing already trusts the domain. Patience plus consistent link building works better than any shortcut.

No crawl response after 10k pings means Bing isn't in the domain's crawl queue at all — a ping or IndexNow only speeds up pages on a domain the crawler already visits, it doesn't create demand for an unknown domain. The missing piece is an entry point: get one or two links to the target from a domain Bing already indexes, and the pings start landing. Before you burn more of the daily 'Request Indexing' quota, confirm the site isn't quietly dropping them — a robots noindex, a soft-404, or the URL not resolving from Bing's crawler IP all look exactly like 'no response'.
