Help with Engine Flow

Hello

I try to create a engine based on another, but I think I don´t understant the flow this is why

In the site the flow is
  1. go to register
  2. acept with a form the register
  3. fill the register, Submit Registration, and wait for the email and activate account
  4. login
I saw is the same (MyBB) in the site but not in the engine this is
  1. REGISTER_STEP1 -> fill the register (here go verify submission and fill data?)
  2. REGISTER_STEP2 -> acept with a form the register
  3. [REGISTER_STEP3] -> Submit Registration
  4. ....
how it work?
