How to target URL Settings?

Hey, can anybody help me out with the right settings for how to target URLS? I havnt found anything about it yet.
These are my current settings.. maybe not the best choice with "Select all" as I have seen other screens with only 130 selected engines.

    you should select engines by language (usually english).
