In your opinion where is most important and effective to use GSA     article submission? blog comments? web2.0?social bookmarks? directories?

You won't get any good recommendations, because everyone use SER differently. Some use SER to their already build Tier 1s, other use it to their money site. In some cases all platforms have their merrit, in other cases only a few.

I only can tell you what the most useless platforms are for most: (Fast) Indexer, Referrer and Pingbacks.

Also, the best thing about the software is how much link diversity it gives you because there are so many platforms. Try to get a good mix of many platforms, but be sure to use quality filters and take your time.
