Does this get put automatically into the Idenitifed global list.

and

If you don't have Identified checked off will it ever get used by any project?

1) yes

2) no list will be created if "identified" is unchecked in global options and therefore can't be used on any project. if you mean the "identify" checkbox on project basis than those list won't be use for this project as well if you leave that box unchecked. when you just check submitted and/or verified than only this list will be used on project basis.
