I have seen this on a few threads. 

1) What is it? 

2) Should I be using it? 

3) How do I use it?

It just seems like a publicly available list of websites...surely these will all only be spam sites?

just visit pastebin.com and you will get a clue what it is. It is used to paste text files there for anyone to read it. So some people also post there site lists there. And since it is indexed by google you can e.g. use

site:pastebin.com "some-comman-url-part-of-a-platform"

Surely any lists that are found here have been spammed and add little value? Or am I missing something?

The best finds at pastebin are forum- and mediawiki-links. I also found some people who pasted their linkexed urls. The links have at least some value to someone who uses tiers2+.
