Backup .ser files

How do I re install all of my projects.  I made backups, but don't see any way to import them. 
Also, my hard drive failed so I lost the email from GSA with my serial number.  Any ideas on what info they will need to determine I have a legit license.  I emailed the address on their homepage but it was a general email.  I didn't see an email for support.
I looked for a transaction ID in PayPal but think I must have paid for it with a credit card instead.  I kinda don't like PayPal.

Does anyone know the name they bill under.  I just thought I would ask as long as I needed to find out how to restore backed up projects.

i can only help you with the backup. 

right click a project -> modify -> restore

regarding your license i think the email adress you've used was just fine and someone at GSA will help you out soon enough.
