Of course it can be done! SER only creates backlinks for the links you provide, which can be entire sites or just single URLs. Obviously then you have to index the backlinks, so you can use the PING URL entered in SER or use an indexer
Yeah, SER is still great with adding a bunch of do-follow social profiles to your project, rather than a main site.
Like a list of 25 min, maybe even spend the time linking them all together as these sites allow you to add all your top social profile. Its work yes but worth doing and a must if you ask me. For long term projects.
Can use for parasites too (some not to quickly though) which will likely rank higher than the intended website first anyways.
Though slow and steady wins the race, may want to dial it back as compared to good advice from years ago, other then multi-tiering, do what you want there, though maybe a decent indexing service can help quicken things up for you too.
Starting out with a domain that already has some good related referring domains is also helpful, Yes, this still works and so do 301's and EMD's
