Can GSA set URL shorteners in Tier 1 automatically?

In several of my projects, I start to see a lot of URL-shorteners like teil.cc, 81url.com, 0rz.tv etc. In tier 2 it can be, but these links lead to the main site and downgrade my site. The problem apparently arose in taer1 How can I fix this? And how did this happen?

    Your writing makes not much sense to me.

    If you want to use the created shortener links for further linking then create a main project with url-shortener engines only and add the current project as a tier to the new one.
