URL checking upon submission

Could you confirm that In the options window the "per URL" checkbox is only a multiplier and not actually checking how many times a certain URL has been submitted.
So if I enter 2 URLs, check the "per URL" and set SER to stop the project after 10 submission then it may send 1 URL 19 times and the other only once.
