Which one is better - "For TAGs use" - Anchor or Keywords

Hi. I am wondering which one is better for tags - keywords or anchor. I know that some guys use anchor and some keywords.
Also we can have 100 000 keywords because SER needs them for scraping. On the other side we usually have 4-5-6 main anchors.
To be honest I am afraid of Google penalty, is it good to have only 5-6 exact match tags (from anchor text)?

    TAGs are used for image search (added in articles) or article content search (in case you use macros for it). It is also used for tagging articles on submissions if a site want's you to tag a posting with keywords.
    If you have keywords who are all related to the projects topic, then use keywords, else anchor texts.
