Only posting to English language sites from a list

If I have Search Engines disabled and import a list into the project, is there a way to only use English language sites from that list?
Will the country and Language settings on the project 'Options' tab do this, or are these settings only for using search engines to find targets?

    using the project filter options for country/language will do the job even on imported urls or any other sources.
