SER works a bit differently than RankerX. RankerX has a set of sites where you can post links. While you can do the same with SER and handpick sites then post your tier1 links there or load your own …

Depends on what kind of T1 links you build and more like how many links you plan to build. Given that both are stable enough the more IP you can get your hands on the merrier you campaign will be.
