importing new sites number

I have a question. In my log it says 'Loaded 1/28 URLs from site lists

Why is it only loading one url or sometimes 4 and not the whole 28 (in this case)?

    It loaded 28 URLs but when pre-filtering it it saw that 27 of them have been used before (successfully or not) and will just post to one of them.
