GSA SER running slow, cpu usage 1%.

I am using reverse proxies and i have my big identified list that i scraped with gscraper.
My friend is using same list and he get 25 LPM and my lpm is 0.12.
I am using dedicated server from datashack i installed on it windows server 2008.
The interesting thing is when i watch the log bellow it's going like frame by frame really slow and cpu usage is like 1%-0%
CPU is Dual Intel Xeon 5420, 2 Processors.
Tried to lower threads and increasing them same thing.
Also i tried to disable proxies it gets little speed but LPM is almost same.
What could be problem?

    how many threads is it actually running? mine is stuck at 1-10 threads

    @elliotps932 I tried increasing threads to 100 -150 but its usually at 50 because i have 10 proxies and same shit, i am thinking maybe CPU is slowing down ?

    i have the same problem, you fixed it? LpM is under 0.2 too
