Does "Continuously try to post to a site even if failed before" have to be checked, for "submit failed retry" to be considered ?
In other word, will there be any retry if 
"Continuously try to post to a site even if failed before = 0  and submit failed retry is matched ?"

    yes that option has nothing to do with that script setting
