Project Starts without any target urls.. why ?

My target urls are empty, and i didn't opt GSA to get urls from search engines, and in my project i have that (get target urls from global site lists unticked).
But when i start the project even without choosing any of these.. it starts .. why ?

    Because it can start with empty targets pool and still do nothing and also because there are engines like web 2.0 and some shorteners which fill your target cache automatically.
