GSA 0.40 VPM and 250 LPM HELP

alright so im running 0.40 vpm and im running 250 lpm, the lpm is usless if im running 0.40 vpm
whats my problem?
im using a verified list!

    The problem will most likely be your settings, email addresses or similar.

    i payed 60$ for this verification list. 200k. 
    i got good setting set and email adresses. 

    like sometimes it runs 15-30 vpm, and other times it doesnt.

    200k URLs in a verified list is a low quality list. That is going to be a lot of blog comments, trackbacks, pingbacks, etc.

    I scrape 24/7 and it's impossible to get 200k working, quality, URLs that will verify. I don't use a lot of the low quality stuff so your list is either low quality, old or something else.
