Error while adding email account.

I am getting this error when i am trying to add email account. i have added many account before but got no such error.
what does this error mean?

    Hotmail and Outlook have blocked Pop3 access

    @Trevor_Bandura‌ have you got a link to that thread? All my hotmail accounts went offline switched over to yahoo, wouldn't mind reading the thread you mention though
