Problem with activation ?!?!

Hi I have a few licenses gsa. For some time I have a problem. No bogging August update. Now the program asks for a verification code. I uninstalled the antivirus and removed all the rules in the firewall. My ip or my ISP is in no way blocking part of the GSA. Please help solve the problem. Works on windows server 2013 I had a similar problem once on windows 7 I do not remember how I solved it :)
