Anchor Texts Not Being Used

I noticed in a new campaign in the verified URL list that none of my primary or secondary anchors are being used, only domain and generics... what would cause this?

I have it set to 10% secondary anchor, 40% domain, 40% generic..

    what engines do you use and do you check the checkboxes for the other anchor types?

    I use the same engines as all my other campaigns that are using the anchors just fine...

    It's using the 3 anchor sections already mentioned... plus "Anchor text variations" is checked at 20% and "Try to use domain/generic with main anchor" is also checked...  but all my other campaigns are setup that same exact way and they all use the primary and secondary anchors.
