Need help - High CPU Usage

I have second plan from SolidSEOVPS. The GEEK one at 35$ monthly.

My CPU Usage is always at 99%. Even i decrease the threads to 30, even i increase to 200. CPU usage remains always at 99% in the program and in task manager.

In Control Panel of VPS, the CPU usage is 12-15% as it should be. Unfortunately, the software works slowly and the real cpu usage is the one which shows in the task manager - 99%.

Even with the GSA software closed, my CPU usage is 10%.

I alreadt contacted SolidSEOVPS team many times and they changed the node, the ip, without any results.

I have 30 semi-dedicated proxies and i use a combination of my own verified list with bluelist created by ron from April 2014.

It's really annoying because the LpM is also really low, being an average of ~20.

I`m looking for over one week for a solution. Please advice me what i need to do.

    Try another company or try a dedicated server

    What you suggest for same amount, i mean 35$ monthly?
    Dedicated server it`s too expensive.

    What you suggest me, Windows 2008 or Windows 2012?
