Project with high priority less active

I have few projects running simultaneously and all are set with low priority except one, which is the first tier of multi tier project. But even if it set to high priority it is the lesser active project from all running projects.

Why this is happening?

    the priority is the cpu usage that is given to that project. But even if it uses a lot CPU/Memory, it is not necessarily building more links. It's more the project settings that matter.
