GSA Ser error message

Every time I try to start GSA Ser it tells me it can only be started one time. I don't know why that happens I only double click on it when I get that message.
Now it has been saying that all the time. It usually opens right after I get that message now it won't open at all. Any idea why??

    you must have it running in background...check in taskmanager.
