Start when at least XYZ URLs are build in main project

@Sven The tier project in this case should initially have status "Active" or "Inactive"?

Just want to make sure that if I run scheduler 20/15 that project won't take a "free ride" with posting no links :D

    The project has to be active. However if that filter is set and not matching the settings, it is doing nothing but waiting till the main project build that many links.

    main project < 100 links, your filter: >=100 links....tier project just sits there doing search/maybe verification but no submission.

    @system0102 it turns it active, but nothing will happen since it's restricted by the filter. It will take a free ride and be enabled during it's random selection, but it will just sit there doing nothing since the filter restricts it.
