Can't get my head over one example URL

Stumbled earlier on some random Moodle powered URL. 

http://elearn.mgimo.ru/

You can see on the left that there are many SER users' profiles with links (footprints from studies.dat in Interests). However I tried myself for the fun of it and it was no go
Tried this way and that, thru SER and manually, with different mail domains, all to no avail. The confirmation mail just wont arrive. Hell, they wont even send anything

What buggs me is that if no mail is sent, how come that there are consistent stream of fellow GSA SER users... Maybe there is some interesting trick out there?

Any ideas as to how it is achieved would be very appreciated ^:)^ and also would save my curious mind from boiling out. ~O)

    tried gmail, even their own email, no dice. hence my question. here's to hope somebody could spend a minute and try to clarify a bit. :@)
