Can a Tier-1 have multiple BL to same URL from its Tier-2 ??

My question @sven is of double nature:
1.)
I have two T2 that have substantially (thousands) MORE verified URLs than the Tier 1 has
how and what is SER doing with the excess BLs???
2.)
I would actually love to use a T2 to create multiple BLs to its T1 simply by adding MORE articles to article manager and more target URLs ( I have plenty to do so of BOTH )
is it possible to run a T2 to create any number additional back-links for its T1 ??
or
is a T2 limited to the number of URLs of its T1 (then however HOW could above situation 1) exist?)

Sorry Im a bit tired and I might not have understood it correctly.
But see a tier like many normal project where each project has one verified URL from the main project as project url. So it treats it the same way as a normal project. As long as there are targets, it tries to create links to your project urls based on the settings in project (scheduled posting e.g.).
