Why I am getting almost no Submits with GSA?

Hello all, So I am doing Tier Link Building for keywords that are like low comp, however the projects for this keywords gets almost no submits, 

This is my Filters


Skip Sites with 70 Outbond links
Avoid Posting Twice Same Page
Skip were the following words appear
Check all English only

    Also I am using public proxies scraped with GSA and running about 300 threads

    Public proxies scraped from SER is going to slow you down and bring down the success rate a lot.
