Thread Usage low

I have my thread count set to 300, but The most I think I just saw was 20, with an average less than 5. Why is this? I am running a project

Read again? Well there are times when no targets are there to post to. This happens especially when search engine results are parsed, time has to be watched to not hammer search engines and alike.

I have 2 million in my identify list I dont think it is running out anytime soon (yes they are checked)
