Bug in restarting project on active proxies with scheduler

I mean checkbox in settings -> submission.
This option works great with "normal" projects, but with scheduler doesn't restarting projects after stop on no active proxies

    Well if the scheduler sees a project is no longer active, it moves on to the next in the list and starts that one.

    I make about 40 projects and start scheduler for a weekend, projects stop on no active proxies and didn't 'woke up' after proxy check (find active proxies) and didn't move to any project. Last verified link was 2 days ago, till this time projects stop.

    Hmm I think I know what this might have caused. Next version improves this.

    Still doesn't work, projects stop at 8pm yesterday with no active proxies and doesn't woke up after proxy test.
