How are keywords loaded?

Just going through this and need some clarification, how are the keywords loaded to be used by ser? 

Lets say I load 10,000 keywords in a project, does SER load the keywords to be used in the order that they were inputted, or are they used randomly? I hope the answer is random... : )

    Import in order, but SER pick keywords randomly
