Building links from tier to tier

If I have two tiers then does SER make sure that the upper tier has at least one link from the lower tier or is it random.

    A tier project can only see the URLs of the chosen main project, nothing else.

    yes does it make sure it uses each link once or is it random so some can be used 10 times and others 0 times, lets say in the scenarion where you make the main project inactive and now make the tier project below it active.

    There is an option under Data just below the URL field to make it random or one by another
