Why Is SER Verifying Links When Verify set to never?

I've never had verify turned on for these campaigns, wondering why 
it's verifying a small % of them anyway?

Settings have never been different than above

    Because some engines do not use any verification but take the submitted URL as being instantly verified (e.g. some URL Shortener engines).
