Problem Pausing Projects

When I setup new projects to pause after 5 verified URL's reach in a day, it keeps going and doesn't pause right away. For ex: a new project I had setup today submitted 210 and verified 34 before it paused. Any idea what I'm doing wrong here?

    I think maybe you set up incorrectly.

    It's not wrong. I have the box checked "Pause the project after 5 +/- 0 verifications reached in a day.
