what is charset in engine and project file?

if you open this by ansi/default decode, many character is wrong and none-readable. how decode them correctly?
i try with  latin-1 charset, not work.

    naw I mean what engine you use? I alway edit it by using ISO encoding.

    i mean all engine.
    there are many ISO like ISO-8859-1 ISO-8859-2 ISO-8859-3 etc...
