Allow posting on same site again option question

Mainly thinking of blog comments where u have many urls on the same site we can get links from.
So is checking this box telling SER to only post once per the entire target domain...or once for every specific url on the domain that allows comments?
I think its the former, but wanted to check and if its the latter if that option could be enabled or what the best practice would be.
Right now...I can't figure out how to sort this out in the options.
