Is ANSI/UTF-8 still an issue?

Is this a moot point now re if ser can read/import link lists exported from scrapebox or elsewhere? Does it need to be ANSI or can it be utf-8 or any other type? And if its not all or nothing, are there any current benefits success rate wise from using any particular type?
