GSA-SER Project Log Download Failed Entry

What does this mean? When I check some of the failed DL targets, I can open them up without issue in my browser?
What, precisely, does this error mean?

And, again, would this be of issue with better proxies?

    I have same problem even without proxy. It is issue with link downloading after update.

    I'm not sure I understand what you mean. I'm guessing you refer to the present iteration of GSA-SER,  17.39?
