Submit each url in project in all sites

By default, if there are many urls in the project, then 1 url is selected for submitting each site.
For example, I have 10k sites for submitting, and the project has 10 urls. Then each URL will be placed on 1000 sites. And there will be a total of 10k links.
But I need every url to be submit on 10k sites. That is, 10k sites in the database, and 10 urls in the project and submit 100k links in the end.

    Im afraid there is no other way. I find it problematic anyway to abuse the product in that way to spam a site that much.

    No, i don't want to spam a site. I need to do effectively link tiers. On tier 1 I need 100 urls. And for each link in this 100, i need 1k-10k links. Copy project 100 times for 1 site it very difficult. For 10 sites I need copy project 1000 times.
