Url Shorteners?

From my understanding, URL Shorteners have no value if they don't get a link from anywhere as they aren't placed on no page on the web, and the SE will never find them?

So why placing them at bottom tier, if they will not get crawled?

Please correct me if I'm wrong here.

    Indeed that would be useless! You should use them at the top of a tier structure.
