What are the uses of the proxies that are filtered for non-web access? Is there anything I can do with them?

    You mean SOCKS4/SOCKS5/CONNECT ? That has nothing to do with being able to use it as for web or not.
    It's the proxy type itself. A WEB proxy can only be used for WEB, All other types can be used for any protocol, not only http/https.
