Why is the thread count so low when project set to verify only?

Hey, when my project is submitting, I can have 200-400 threads, but if I set it to verify only - it can be only 35, 75, 9, etc. Why shouldn't GSA allow a higher number?

    in some situations it is verifying emails and then it can do just that.
