Verification of links question

So I've cleaned the URL cache, Hit refresh, I have when to verify links set to automatically. But...
When I right click on the project > modify project > verify all URLs -- SER keeps posting to my new targets from the global folder.
I want to verify all links, how do I do that? I have extremely high numbers in "submitted".

right click on project->set status->active (verify only).
