Error: "You don't have permission to open file" - Options import.

After I updated my software today I am now getting this error message on anything I try to import from my hard disk.
- I double checked I was running as admin.
- I added the exception to windows defender / antivirus - ClamWin
I cannot add content either. I keep getting the same error.
Any suggestions?
