will be nice that
"stop projects on no active proxies" to be on by default

some of the users are using too many connections, bad lists or the proxies might down and they start to post with their real IP which gets blacklisted

    No not at all. The project will not post with there real IP, but they will see something like "download failed (no proxies available)".
