Add option to only check and use public proxies with less than 1 sec speed.

0.5 ideally.

    just use a low timeout in the proxy search dialog and slow proxies would not even be successfully tested and added.

    Doesn't work well after testing - I still have to go in and remove any without low speed?

    I need 0.3secs - once I do it manually its fine - its removes all slow.

    If you could add this in that would be great.
