What strategy is better?

Strategy #1
15 pbns and 15 web 2.0s (tier 1) > 3000 gsa made contextuals (tier 2). Each tier 1 link will be backed up by 100 tier 2 links

Strategy #2
15 pbns, 15 web 2.0s and 270 gsa contextuals (total 300) (tier 1) > 3000 gsa made contextuals (tier 2). Each tier 1 link will be backed up by 10 tier 2 links

Advantages of strategy #1:
- each tier 1 link will be stronger

Disadvantages of strategy #1:
- less tier 1 links

Advantages of strategy #2:
- more tier 1 links
- more diverse links (different engines: budypress,drupal,wordpress article,article script, phpfox,expressengine,zendesk etc)

Disadvantages of strategy #2:
- each tier 1 link will be weaker

Practically what i need to know is: is it better to have less but more powerfull tier 1 links or more but less powerfull tier 1 links?

    Test the two strategies and see what works better than the other.
