Does tiered link building still work?

I have been out of the seo game for a few months now and I would like to start making some money again from some small sites.

Now I am at a loss wondering if tiers are still the answer and also are % rates for broad kws etc. is it still a case of experimenting and tweaking ?

Test, test and test again. Tiers do still work but it depends how you build them. Stick to contextuals as much as you can.
